Career
He was elected to the Middletown, Connecticut Planning & Zoning Commission in 2007. Two years later, Williams was unanimously elected chair of the panel. Williams was elected Treasurer of Middletown in 2011 and re-elected in 2015.
He worked at Excellence Community Schools, a charter school system in Stamford, Connecticut, as the director of policy and advocacy.
In 2018, Williams was elected to the Connecticut House of Representatives with 61% of the vote, compared to 39% for Republican candidate Anthony Gennaro. He was elected again in 2020 and 2022.
During the 2021-22 legislative session, he co-chaired the aging and housing committees. He was scheduled to co-chair the labor committee at the start of the 2023-24 session. Williams was known for his emphasis on housing concerns. In 2022, he wrote a measure successfully voted into law, establishing commissions to adjudicate conflicts between tenants and renters in all Connecticut communities with a population of more than 25,000.

In 2022, he changed his surname to Williams, his mother’s last name, after being born Quentin Phipps. Williams holds a bachelor’s degree in business and a master’s in public administration from Bryant University and Villanova University, respectively. He was a student at the Harvard Kennedy School at the time of his death.
Williams and his wife, the former Carrissa Phillippe, lived in Middletown. He was a member of Middletown’s Cross Street Zion AME Church.
Williams was inaugurated for his third term in the legislature on January 4, 2023, and attended the inaugural ceremonies for re-elected governor Ned Lamont in Hartford that evening. Williams was traveling southbound on Connecticut Route 9 in Cromwell at 12:48 a.m. on January 5 when a northbound vehicle entered the lane and struck his automobile head-on. Both Williams and the northbound driver were killed on the spot. Quentin Williams was just 39 years old when he died.
