Hundreds of billions of dollars could be spent each year on a public study center.
Republicans and Democrats in the Artificial Intelligence Caucus want to set up a public research center that will give people and groups access to the tools they need to build their own AI systems, even if they don’t have billions of dollars to spend on research.

The National Artificial Intelligence Research Resource (NAIRR) would be set up by a bill called the “Creating Resources for Every American to Experiment with Artificial Intelligence Act,” or the “CREATE AI Act.” In January, a government task group called for the creation of this body and estimated that it would need about $440 million per year to get started.

The CREATE AI Act doesn’t give permission for that amount of funding, but it does show that both sides want to set up the NAIRR to make sure that AI makers who make billions or trillions of dollars aren’t the only ones working on this new technology.

The CREATE AI Act doesn’t give permission for that amount of funding, but it does show that both sides want to set up the NAIRR to make sure that AI makers who make billions or trillions of dollars aren’t the only ones working on this new technology.

A government source told Fox News Digital that there is growing worry in Congress that the huge costs of making AI systems mean that only big companies with billions of dollars can make them. That puts pressure on AI systems to make money, but a public center would help make sure that AI systems are built in a way that serves social goals.

The assistant said that a public research center is like the Hubble telescope. For years, students could ask for time to use the Hubble telescope to do research.

Many politicians have also called for more regulation of AI, but the CREATE AI Act doesn’t make NAIRR a regulatory body.

A spokeswoman for Heinrich told Fox News Digital, “There is no regulatory part to the NAIRR as described in the legislative proposal.” “The NAIRR will be a technical resource that will help AI researchers in particular.”
But the spokeswoman agreed that NAIRR could help lawmakers in the long run as they work to find the best ways to make AI trustworthy.

Concerning how much it would cost, Heinrich’s spokeswoman said that the bill shouldn’t be taken as a support of the $440 million figure given by the group that looked into the idea. But the official said that the estimate from the task force gives a “useful sense of scale” about how much money will be needed to start the program.

Most likely, the bill’s actual spending amounts would be worked out through the normal method for allocating money. The bill has to become law first. A political source from the House said they are in touch with the House Science, Space, and Technology Committee to move the bill forward, but there were no plans to talk about the bill before lawmakers went for the August break.
