The First Lady, Jill Biden, has declared that Fran Person is “like a son to Joe and me” and that she “will always be a member of our family” in a statement released in 2014.
Between 2015 and 2016, Francis “Fran” Person returned to the White House as an adviser to then-Vice President Joe Biden on at least seven separate occasions. He also became president of a Washington, DC-based company that was founded by a Chinese executive with ties to some of the most powerful figures in China’s Communist Party.
At some point between 2015 and 2016, during the period in which Hunter Biden and Eric Schwerin frequently exchanged emails about business deals associated with the Harves Group, someone paid multiple visits to the White House, including attending a White House holiday reception with Bo Zhang, the Chinese executive who founded the Harves Group.

According to White House visitor logs from 2015 and 2016, Person met at least four times with his sister Anne Marie Muldoon (Person), who previously worked for Schwerin and Hunter at Rosemont Seneca Partners before joining Vice President Biden’s office in May 2014. The person also met with Vice President Biden at least four times. In addition, in March 2016, Person was slated to meet with Steve Ricchetti, Biden’s former chief of staff and current White House counselor.
