Hanna Vasylivna Maliar (born July 28, 1978) is a Ukrainian lawyer and lecturer who served as Deputy Minister of Defense in Prime Minister Denys Shmyhal’s cabinet from August 4, 2021, until September 18, 2023. She studied at the International Institute of Linguistics and Law in Kyiv and later became a teacher after joining the administration.
Maliar was appointed Deputy Minister of Defense under Oleksii Reznikov on August 4, 2021.

Career
She was the deputy head of the Department of Legal Issues at the State Research Institute of Customs Affairs in 2010. From 2013 until 2020, she lectured at Ukraine’s National School of Judges on the “criminal-legal qualification of aggressive war and other crimes committed in conflict zones.”
In 2018, I worked as a trainer for the Strategic Communications Units of the Ukrainian Security Service. In 2020, she started as a Verkhovna Rada Committee on National Security, Defense, and Intelligence consultant.
Maliar was appointed Deputy Minister of Defense under Oleksii Reznikov on August 4, 2021. It had been seven years since the start of the Donbas conflict in eastern Ukraine and seven years since Russia unilaterally annexed Crimea.
On February 24, 2022, Russia launched a military invasion of Ukraine. In the fourth month of the attack, Maliar stated that Russia’s armed troops outnumbered Ukraine’s. On July 7, 2022, Maliar said that female conscription was unnecessary because 1,000 Ukrainian women had already volunteered to join the military.
On September 14, Maliar was accused of exaggerating Ukrainian successes during the 2023 counteroffensive.
Although no official reason was given for Maliar’s dismissal, Ukraine’s newly appointed Defense Minister, Rustem Umerov, claimed on Facebook that he was “Rebooting” the ministry on September 18, 2023. She was sacked immediately, along with the other five deputy Defense Ministers. When a minister is dismissed from office in Ukraine, the Cabinet of Ministers also removes their deputy ministers.
