A “frantic” grandmother contacted the Santa Monica Police Department at 12:11 p.m. local time while eating lunch at a Panda Express restaurant with her 4-year-old granddaughter, according to the department.
Authorities reported that police arrived “within minutes” and began frantically looking for the missing toddler.
